School Climate Survey for Families
This joint press release is being sent to address issues brought forth to UPD and Utica School District. We are writing to address two recent incidents that have occurred in our school district and to provide you with the most up-to-date information.
September 13th Incident
On Friday, September 13, 2024, a district staff member received an email threatening a school shooting. We immediately notified the Utica Police Department, who began a thorough investigation. Through their efforts and cooperation with internet service providers, they identified the source of the email.
The investigation revealed that a 12-year-old student had sent the email due to an issue at school earlier that week. Law enforcement confirmed that no weapons were found at the student's residence, and the parents confirmed the juvenile did not have access to any.
September 16th Incident
In the early hours of Monday, September 16, the FBI notified the Utica Police Department about a separate threat made on Snapchat. An individual using a newly created account posted threats targeting Proctor High School, JFK Middle School, and Donovan Middle School.
The FBI provided location information to the UPD, leading them to a 15-year-old student. The investigation determined that the student posted the message without intending to carry out the threat. Again, no weapons were found at the residence, and the parents confirmed the juvenile did not have access to any.
Law Enforcement Response
The Utica Police Department's Juvenile Aid Unit has charged both students with Making a Terroristic Threat, a class D Felony. Their cases will proceed through Oneida County Family Court.
Based on the thorough investigations conducted by law enforcement, there is no active threat to our schools at this time. All Utica City School District schools remain open with additional support measures in place.
Our Commitment to Safety
We want to reassure our community that the safety and security of our students and staff remain our utmost priority. This year, we have implemented several enhanced security measures, including:

Increased camera surveillance throughout our facilities

Installation of metal detectors and x-ray bag scanners at the middle schools and high school

Continued close partnership with the Utica Police Department and Sheriff's Office
We understand that incidents like these can be unsettling for students, parents, and staff alike. Our school counselors and support staff are available to assist anyone who may need additional support.
We've seen an increase in threats via social media and other electronic means. We urge parents to discuss the serious nature of such threats with their children and monitor their social media activities. It is crucial that everyone understands the severe consequences of making threats, even if there is no intention to act on them.
We commend the swift action of our law enforcement partners and appreciate their ongoing dedication to keeping our schools safe. We also thank our community for their vigilance and support.
